Professor Emeritus Jenny Ozga

Jenny was Professor of Sociology of Education in the Department of Education from 2010-2015.

Before that she was Director of the Centre for Educational Sociology (CES), University of Edinburgh, and she has also worked in the Universities of Strathcyde, Keele, UWE Bristol, and the Open University. Jenny is currently an Honorary Professorial Visiting Fellow in the School of Social and Political Sciences, the University of Edinburgh. She is a Fellow of the British Academy and of the Academy of Social Sciences, and has been a visiting scholar at Helsinki University, Finland. She holds an honorary doctorate from Turku University, Finland and is a member of the ESF College of Expert Reviewers.


Jenny’s current research is a two year study, starting in January 2016, funded by a Leverhulme Emeritus Fellowship, on Governing Education: knowledge and policy in England and Scotland since 1986. The study investigates the changing relationship between knowledge and policy in governing education in the period 1986-2015 in England and Scotland. It focuses on the changing forms of knowledge available to policy actors (defined here as civil servants, local government officers, policy advisers and analysts, but excluding politicians) and the effects of these changing knowledges (for example the growth of statistics, digital media and data) on the work processes and relations of these policy actors. It seeks to add to understanding of policy actors’ experiences and perspectives-their ‘assumptive worlds’-as presented in their own accounts, contextualised through documentary evidence.

Jenny also continues to research education policy in international comparative contexts, with a focus on governance and governing, through investigation of the resources that are being mobilized by new governing forms (networks) and through new policy technologies (data). She works in collaboration with colleagues in the UK and Europe, and in a variety of disciplines-including political science and social policy

Her most recent ESRC-funded project, completed in March 2014, ‘Governing By Inspection: School Inspection and Education Governance in Scotland, England and Sweden’  with Professor Martin Lawn and Dr Sotiria Grek from the University of Edinburgh, Professor John Clarke and Dr Jacqueline Baxter from the Open University and Professor Christina Segerhom, Dr Joakim Lindgren and Dr Linda Ronnberg at Mid-Sweden and Umea Universities has resulted in extensive publications, more details of which are available on the project website.
