Regulating fair access to higher education in England 2006-2021

This session, to be delivered by the outgoing Director for Fair Access and Participation in England, will consider the purpose of access regulation in England, the way in which it has been delivered by the Directors who have been responsible for it and the consequences of their approach.
In doing so, it will position access regulation in the context of successive governments’ support for widening participation in higher education in pursuit of a knowledge-based society and economy, with the promise of equality of opportunity and social mobility based on merit.
The session will also consider future scenarios for access and participation in English higher education, taking into account the current government’s statements about re-balancing the routes taken through post-compulsory education and broader debates in England and other countries about the consequences of increasing higher education participation.
