Yilan is the Head of Policy Analysis in Skills England at the Department for Work and Pensions (previously, the Unit for Future Skills). She is responsible for the assessment of current and future skills needs across the labour market, as well as identifying how education and training can help meet these skills needs. Most recently, her team have produced analysis of the priority jobs and skills needed to support the Government’s Industrial Strategy.
Yilan has led a range of quantitative and qualitative research projects to support the skills agenda, including the UK Standard Skills Classification (the UK’s first skills taxonomy) and the development of economy-wide labour market projections to 2035.
Yilan joined the Department for Education in 2021 and has worked in multiple roles in the strategy and delivery of the post-16 education and skills system, across further education, higher education, apprenticeships and adult skills. Prior to joining the department, she worked as a policy professional in a range of departments, including the Department for Business, Energy and Industrial Strategy and the Ministry of Justice. She has a background in Economics and Public Policy, with a particular interest in the role of skills policy in labour market outcomes and productivity.
